BILLS OF QUANTITIES

A Bill of Quantities commonly referred to as a BOQ,is a document prepared which allows the quantification and costing of construction works. It is used during the documentation and procurement stage (Stage 4) of the project lifecycle to procure tenders. It allows us to arrive at the contract sum for the proposed project. Regardless of the type of contract being used on the project, the works would have to be quantified at some stage of the procurement process. Bills of Quantities provide project specific measured quantities of the items of work from the drawings and specifications.

Bills of Quantities are prepared by Quantity surveyors with construction information provided by the rest of the design team. They are issued as part of the tender documentation which allows all tenderers to have a standardised document to price everything necessary to carry out the works. The priced bill of quantities constitutes the tenderers offer. Bills of Quantities can also be used to assist with variation orders and determining the final account.

HOW DOES A BOQ DIFFER FROM AN ESTIMATE?

An Estimate is used during the initial stages of the project lifecycle i.e., Concept and viability and design and development stages to come up with a budgetary amount which represents the expected cost of construction.

WHY IS A BILL OF QUANTITIES IMPORTANT?

It is a standard document which assists contractors to price on the same basis. It can also be used for material scheduling, cost planning, cost analysis and allows for a successful tender bidding process.

In addition to this, it assists the design team to reach an agreement of the contract sum and preparing the final account. This document is also valuable during dispute resolution.
